David Ornstein of The Athletic says that the two clubs have agreed a £23.3m fee up front with a further £3.4m in add-ons and a large sell-on clause that others say is as much as 50 per cent and could rise further still in the future.
Fabrizio Romano reports the sell-on clause to be active between 2025-2029.
Marseille have apparently offered Greenwood a five-year contract at the Stade Velodrome, where he will work under former Brighton boss Roberto De Zerbi.
Tottenham are plotting a three-player swap deal with Aston Villa.

But a switch to Europe or elsewhere is not on the table and Casemiro will demand a “huge” offer if he is to move to the Middle East.
He is said to be on £350,000-a-week in Manchester and has two years left on his contract.

“Preparing for what’s next,” wrote Lokonga on Instagram last night while training in Portugal.
Sevilla are reportedly keen on a deal with Arsenal wanting to cash in before his contract expires next year.
AC Milan are in advanced negotiations to sign Youssouf Fofana.

The left-back is currently out of favour at the Gunners and has spent the last two seasons out on loan but Nottingham Forest, his most recent team, declined an option to sign him so he’s set for pre-season in north London.
And asked by Portuguese newspaper Record if his objective to convince in pre-season and earn a place in the Gunners’ squad, he said: “Yes, obviously, I have in mind to return to Arsenal and have a good pre-season.
“Regardless of what happens in the future, I will always do my best, as I have done in all pre-seasons, to have a place at the club. I always try to do my work in the best way. Then it’s up to the club to decide whether I’m a valid option or not.
“But I have a strong mentality. I know what I’m capable of. Sometimes things don’t depend on us, but my job is to focus on myself and do what I do best.
“I played for one of the biggest clubs, Benfica, where there was huge competition. Therefore, it doesn’t have to be a question of fear of competition, because I know my value and I don’t let anything affect me. I trust my work.
“I went with the intention of playing as many games as possible at Arsenal. Because it was my first year playing at a high level and in the Premier League, I think 28 games [in my first season at Arsenal] is very good for the first year. It was a good time.”
Manchester United have received a major boost in their bid to sign Leny Yoro.
According to Sky Sports, a £42million bid has been agreed in principle with Lille for the teenager to join the Red Devils.
Lille are ready to cash in on Yoro, 18, ahead of his contract expiring next year but rival interest from Real Madrid complicates matters.
Reports in Spain insist that the player would prefer to sign for Los Blancos and they are happy to either negotiate a fee with Lille now or wait until 2025 and bring him over as a free agent.
For now, it remains to be seen whether Yoro would accept an earlier move to Man Utd or whether Madrid can agree a deal for this transfer window with Lille.
